   Also known as guidelines, one of the euphemisms used by government seeking in a market economy to discourage wage increases through exhortation:
    ... the Government expected that a 2.5 per cent 'guiding light' would be observed. (Crossman, 1981, referring to a White Paper issued in February 1962: time would have been better spent on studying the experiences of King Canute)
